As it says on the About CAT page, Veolia Transportation manages all day-to-day aspects of the transit agency on behalf of CAT and reports to the Board of Directors. Veolia handles the details of operations, safety issues, vehicle maintenance, customer care, route design and scheduling, human resources, administration, ridership growth, capital planning, and grant administration.
The Public Private Operating Partnership that Chatham County and Veolia have employed is used in many parts of Europe and Asia because it builds upon the respective strengths of both the public and private sectors. Policy-making authority, the ultimate control and ownership of all assets and facilities resides with the public sector entity, while the transit agency can benefit from the systems, processes, programs and efficiencies of the private sector.
